Emergency Planning: (also known as Major Incident Planning) is the process by which the Trust responds to emergencies like Mass Casualty Incidents - coordinated with partner agencies, for instance other health and social care providers, emergency services, local councils and the voluntary and business sectors, within a Major Incident Command Structure on a countywide, regional and national basis. (see section on Major Incident Plans (MIPs) below).
Business Continuity Management (BCM): is contingency planning that the Trust, its partners in New Hospitals, Health Informatics and local health and social care providers use to continue the service safely despite loss of staff, equipment or supplies, utilities failures, etc., in a coordinated fashion. The Trust has:
- A Strategic & Tactical Business Continuity & Internal Major Incident Plan
- Tactical Level Care Group Business Continuity Plans
- Health Informatics (IT) Business Continuity Plans
- Medirest (Soft Facilities Management (FM) corporate partner) Business Continuity Plan
- Vinci (Estates, (hard FM) PfI partner Business Continuity Plan.
Individual operational departmental and ward plans including Business Impact Analyses.
A Trust Fuel Plan for use in a National Fuel Crisis.
A Heat Wave Plan for extended periods of very hot weather.
A Contingency Plan for Communications Failure with fall back measures for failure of the land line and mobile telephone, pager and email networks.
An Influenza Pandemic Plan which covers all aspects of pandemic planning including staff and supply shortages. This is supported by the INFECTION CONTROL MANUAL (Ch 23 Influenza). (The National Flu Plan 2013/2014 accessible on the Public Health England link can also be accessed by clicking here).
A Viral Haemorrhagic Fever policy (chapter 17 of INFECTION CONTROL MANUAL) which provides guidance for the appropriate actions and responsibilities for the safe management of VHF including Ebola, Lassa, Malburg, Congo/Crimean fever.
The Trust also has an annually updated Winter Pressures Plan and regularly updated plans for Bank Holiday working.
The National Emergency Purchasing Scheme will be implemented in the event of shortages of supplies during an event.
Blood shortages will be addressed by implementation of the National Blood & Transplant Contingency plan.
Recovery Planning: is how the organisation will phase in a return to the new 'normality' once the crisis is over.
